    Reforms the First Source Agreement law to include more aggressive and enforceable DC resident hiring requirements and establishes a Workforce Intermediary to facilitate connections between residents, job training providers, and employers.

  • Nuisance Abatement Special Purpose Revenue Fund Amendment Act of 2011
    Establishes stricter parameters regarding the use and governance of the Nuisance Abatement Fund to ensure that tenants in affordable rental housing are protected against housing code violations and unnecessary evictions.

  • Visitability Requirements Act of 2011
    Requires all newly constructed homes that are subsidized with DC funds to meet minimum standards of “visitability” to ensure our elderly and persons living with disabilities have adequate access.

    Creates five pilot community schools that will house naturally allied programs such as health care and adult education in neighborhood schools for community use during non-school hours.

  • Exemptions and Abatements Information Requirements Acts of 2011
    Requires fiscal analysis of all legislated tax exemptions as well as ongoing monitoring of associated community benefits.

  • Rental Housing Act Extension Amendment Act of 2010
    Extended rent-control in DC for 10 years to ensure that our affordable rental housing stock is maintained for our city’s residents.

  • Temporary Assistance for Needy Families (TANF) Educational Opportunities and Accountability Act of 2010
    Reformed TANF to mandate standard up-front assessments, expand acceptable work activities to include job skills training and adult basic education and require robust and transparent outcome measurements.

  • Good Corporate Citizenship Business Friendly Incentive Act of 2010
    Encourages the District’s local businesses to implement progressive policies such as employee wellness programs, mentoring programs, employee tuition reimbursement and strengthened environmental standards.

  • Increase in Housing Affordability Act of 2010
    Focuses local and federal funds on stronger housing affordability standards and increases support for affordable homeownership programs.

  • Food Stamp Expansion Act of 2009 and the SNAP Expansion Act of 2010
    Reformed the local administration of our Food Stamp program resulting in the largest expansion in the program’s history and leveraging almost $20million a year of additional federal funds for the District’s low-income households.

  • Adoption and Guardianship Expansion Act of 2009
    Extended financial support for legal guardians and adoptive parents resulting in more foster kids being adopted and a projected local savings of $25million over the next 10 years.

  • Unemployment Compensation Reform Act of 2009
    Reformed DC’s Unemployment Insurance system to increase eligibility and accessibility, add a dependent benefit of $15 per dependent per week, and include a 26 week job training benefit extension all while qualifying the District for an additional $27million in federal stimulus funds.
